Asphalt paving in
Lorraine.
Asphalt paving in Lorraine or driveway sealing: the City requires a permit even to replace the paving of a parking area, and it also regulates the water used to wash asphalt before sealcoating. During the visit, we measure your frontage and the slope, then the written quote spells out which City authorization to request before a date is set.
Asphalt paving in Lorraine: 8.5 metres wide, 8% slope.
Lorraine’s zoning bylaw URB-03 sets the shape of a residential driveway: the curb cut and the parking area may not be wider than 8.5 metres, and their slope may not exceed 8% or begin less than 1.5 metres from the street pavement. The surfacing is also capped at 40% of the front yard of a detached single-family home, 50% for a semi-detached home or one at the end of a row, and 70% in the middle of a row. Before proposing a layout, we measure the frontage, the slope and the front yard, so the quote stays within these limits.
Local particulars
In Lorraine, street snow is placed in the available ditches, where it melts in spring. The owner seeds and maintains the part of the ditch between the street edge and their lot, culvert area included, and keeps its original shape. Any change to the ditch must be approved by the Service des travaux publics et infrastructures (public works), and if the City has to restore its level, the owner pays for the work.
Asphalt resurfacing in Lorraine: widening without a patchwork.
In Lorraine, widening a driveway also affects the old surface: after a parking area is enlarged or modified, zoning requires surfacing that is uniform in style, colour and quality. The quote can therefore add a resurfacing of the existing part if its base is sound; the bylaw does not say whether sealcoating alone makes the whole surface uniform, so confirm with the City before you sign. The parking area must stay at least 60 centimetres from the side lot line, except for semi-detached and row houses, and it is not allowed in the backyard. For a detached home whose garage doors do not face the street, it sits in front of those doors, at most 8.5 metres wide. On a base that holds, an isolated crack calls for an asphalt repair.

Driveway sealing in Lorraine: washing rules set by the City
In Lorraine, quality-of-life bylaw 230-3 bans cleaning a parking area or a paved driveway with water from the municipal supply, except with an automatic shut-off nozzle to prepare the surface for a coating or sealcoating. It also forbids discharging petroleum or chemical products, or their residues, into a ditch, a sewer or any public place, which matters when your driveway runs along a ditch. First we blow, brush and degrease the surface, then fill the cracks and treat oil stains: under sealer, a crack left open keeps drinking in water. Our sealcoating guide places the right moment in the season, and the quote sets the number of coats, one or two, based on the condition of your driveway.

Permits and bylaws in Lorraine
Lorraine requires a certificate of authorization before any landscaping work, and the City lists paving among those jobs. Its permit checklist also lists, under the parking area permit, replacing the paving of the parking area, adding, modifying or enlarging its surface area, and replacing, adding or modifying a culvert. Applications are filed online, with a plan for landscaping work, and every permit issued is followed by an inspection. The checklist, which is not exhaustive, names neither resurfacing nor sealcoating, so confirm with the Service de l’urbanisme et de l’environnement (urban planning and environment) before you sign. Parking lots for businesses and buildings in Lorraine
For a business or an institution, Lorraine’s zoning requires all manoeuvres to happen off the street, every space to sit at least 3 metres from the front lot line and the access lane to stay at or below an 8% slope. A parking area larger than 56 square metres, whatever the use, may not drain toward the street: it needs a catch basin at least 45 centimetres in diameter for every 3,700 square metres, connected to the storm sewer. Above 10 vehicles, a continuous concrete or asphalt curb 15 centimetres high and an opaque conifer hedge at least 1.5 metres tall are added. These points are measured during the site survey, then the commercial paving job moves zone by zone, following a schedule handed over in writing.

Frequently asked questions in Lorraine.
I live on a corner lot in Lorraine: can I add a driveway?
Yes, in one specific case. No more than 2 curb cuts may open onto the same street, but a home bordered by more than one street may add a third on its side street, at least 6 metres from the other curb cuts and from any intersection. Zoning also protects a sight triangle at each intersection, whose sides drawn along the two streets measure 6 metres: no yard, garage or parking entrance is allowed inside it, nor any object taller than 60 centimetres.
Driveway sloping down to the garage in Lorraine: which rules apply?
If the curb cut sits below the average ground level, the retaining wall along it may not exceed 2.5 metres or rise above the adjacent ground. The connection that collects rainwater from a sloped garage driveway must be protected by a backwater valve, which is the owner’s responsibility. In a landslide constraint zone (Appendix D of the zoning bylaw), cut and excavation work is banned in the slope and in a safety margin, unless a geotechnical study allows it. We survey the levels between the street and the garage before proposing a grade.
A tree blocks my driveway widening in Lorraine: can I cut it down?
Not without a certificate of authorization, once its trunk is more than 5 centimetres in diameter, measured 1.4 metres above the ground. If the cutting is for landscaping work, the application includes a plan of the existing trees, those to be cut and the planned work, and the City may require replacement planting to preserve Lorraine’s wooded character. It also asks that at least 40% of the part of a residential lot not occupied by a building or a pool stay covered with well-kept vegetation.
Which winter markers can I put along my driveway in Lorraine?
The street right-of-way, the strip of City land between the street pavement and your lot, may not hold any curb, fence, post or other rigid object, even temporarily. Only markers made of a flexible material such as wood, plastic or rubber are allowed there, up to a maximum distance of 1.5 metres from the roadway, and a lawn protection tarp may come within 40 centimetres of the asphalt roadway. The City is not responsible for objects damaged in the right-of-way during its maintenance work, and it does not clear curb cuts.
