In Mascouche, a driveway is at most 6 metres wide on a lot 18 metres wide or less, and 9 metres on a wider lot. In front of the façade, it may not take up more than 40% of its width, except in front of an attached or built-in garage or carport that itself covers more than 40% of the façade. It must also be at least 5 metres deep from the front lot line, which is not the street curb. Bring your certificate of location to the visit: we find that line on it, measure the frontage, and the written quote lays out a driveway that meets all three measurements.

The City notes that ditches run through several sectors of Mascouche, where water sometimes flows poorly. It names the causes: no outlet, a ditch at the wrong level or with a reversed slope, flat streets, or a private pipe that was poorly designed or never authorized. Only the City may change the profile of a street ditch, and owners are not allowed to enclose it in a pipe. If water pools in front of your driveway, report it to the Bureau du citoyen (citizen services): the City inspects on site to find the cause.

For a single-family or two-family home, a lot less than 40 metres wide gets only one access per street. A wider lot may have two, at least 3 metres apart, and the second may not exceed 3 metres in width. No residential access is allowed on avenue de l’Esplanade, or on boulevard Mascouche between montée Masson and chemin des Anglais. A semicircular driveway requires a lot at least 40 metres wide, an inner curve at least 6 metres from the street line and a house at least 10 metres from the front lot line. A new house has 18 months after its initial building permit for the parking area and the accesses to the lot to be paved. If your base is sound, resurfacing may be enough; if not, asphalt driveway paving starts again from a crushed-stone foundation compacted in layers.

Asphalt repair in Mascouche: fixing it without touching the ditch
Mascouche’s bylaw 1229 bans filling in the ditch along your lot or placing wood, concrete or any other piece in it, except the materials of the culvert headwall. If your asphalt is crumbling on the ditch side, the repair is therefore done inside the driveway. Our asphalt repair means a clean cut, a recompacted base and hot asphalt, then joints sealed against water. The nuisance bylaw also bans leaving soil, mud or cement in a ditch or in the street right-of-way. Every owner along a ditch must also clear sand, debris and nuisance vegetation from it at least twice a year, in May and October, and keep the culvert clear. In Mascouche, a curb cut to enlarge or lay out a parking area first requires a permit, requested online under the “Coupe de bordure” option. The City strongly recommends consulting an inspector before filing that request. A driveway culvert to be installed or modified requires a certificate of authorization, as does a parking area subject to a PIIA (site planning and architectural integration program). The City allows roughly 6 to 8 weeks to process a complete permit application. Commercial and multi-unit parking lots in Mascouche
In the commercial sectors covered by PIIA bylaw 1089, no permit or certificate is issued to lay out or modify a parking lot without an approved plan. Its criteria place parking preferably in the side or rear yard, and break large lots into pockets of 15 to 30 spaces with green islands. Under zoning, a parking area of 10 or more spaces must be enclosed by a concrete curb at least 15 centimetres high, at least 1 metre from the lot lines, and for a building of 3 or more units, parking is not allowed in the front yard along the façade, except on chemin Sainte-Marie. How does a curb cut request work in Mascouche?
With the request, you drive a stake behind the curb, in line with the low point of the cut; the City then validates the enlargement on site and marks the curb with paint. After your payment, the contractor hired by the City makes the cut within about 15 working days, weather permitting, and the space near the curb must stay clear. The City asks owners to wait for that cut before enlarging, so we schedule the paving after it.
My driveway crosses the ditch over a culvert: what does the City of Mascouche require?
To install, modify or extend it, a technician from the Service du génie (engineering) first assesses the site, then the department sets the direction of water flow, the slope and the size of the culvert. The owner notifies the department at least 48 hours before work starts, an inspection takes place during the job, and a certificate of compliance follows if the standards are met. Every curb cut must also have a culvert headwall at both ends, built from the bottom of the ditch up to the driveway level to hold the fill.
Can I wash my driveway with water before sealcoating in a Mascouche summer?
From May 1 to September 30, bylaw 1360 bans washing a driveway with drinking water, except for specialized work covered by a temporary watering permit. Cleaning asphalt before applying a sealer is one of those jobs, and the permit is valid for up to 48 consecutive hours, from 7 a.m. to 9 p.m., unless the City declares a total watering ban. Our preparation starts with blowing, brushing and degreasing, and the quote states whether washing, and therefore this permit, is planned.
Can the City of Mascouche blow its snow onto my property?
Yes, when a snowbank extends more than 1 metre into the street, when the lane becomes too narrow to drive safely, while clearing fire hydrants or to clear catch basins; this evening and overnight blowing covers the city in about 48 hours. If municipal snow clearing damages a curb or a low wall, the claim notice is filed within 15 days of the damage or of noticing it. Your private snow removal contractor is liable for the damage it causes, and its stakes go in no earlier than October 15 and come out by May 1.
