Asphalt paving in
Blainville.
Before asphalt paving in Blainville, check this City limit: on a residential lot, the parking area may take up no more than 45% of the length of the front lot line, up to 12 metres. During the free visit, we measure that line, and the written quote proposes a layout that respects it.
Asphalt paving in Blainville: widths measured at the lot line.
For asphalt paving in Blainville, zoning bylaw 1418 starts at the street: the curb cut of a house with one to three units measures 3 to 12 metres at the lot line. Only one access is allowed per lot, and a second becomes possible when the lot is more than 60 metres wide. The bylaw also requires at least 30% of the lot area to remain planted, a limit worth keeping in mind before widening a driveway. During the visit, we work out the allowed width and remaining green space with you, and the quote’s layout reflects both.
Local particulars
On Blainville’s residential streets, the City packs the snow down from 2.5 centimetres without hauling it away, and may widen the street, usually once or twice a winter, by blowing snow onto the rights-of-way. To leave room for that snow, no hedge, fence, curb or low wall may stand within 1.5 metres of the public sidewalk or 3 metres of the street curb. The windrow that municipal plows leave across a driveway is the resident’s to clear.

On a corner lot, a detached single-family home may add a parking area behind its rear wall, at least 3 metres from the rear lot line, up to 3.65 metres wide including its curb cut, and laid out at the rear edge of the lot. In front of the lot, the street right-of-way up to the travelled way (bande de roulement) stays in grass or ground cover outside the curb cut, except for ditches. If your driveway crosses a ditch, its culvert must stay clear of stones and leaves, the headwalls are yours to maintain, and piping the ditch is prohibited. Zoning also requires the parking area to be laid out so street runoff is not directed onto the lot, and the lot to slope so rainwater drains away, for example toward the street or a ditch. For asphalt driveway paving, those slopes are set at the excavation and foundation stage, with crushed stone compacted in layers.

Asphalt resurfacing in Blainville: extend before you rebuild
For its own streets, the City of Blainville has a specialized firm measure each section (surface condition, PCI index; ride comfort, ICR index), then rates it from 1 to 5. It does not only rebuild streets in very poor shape: on those whose life can still be extended by several years, it may, for example, apply a thin layer of paving that seals the cracks. A driveway can be judged the same way. If the base is sound, asphalt resurfacing adds a course of hot asphalt over a tack coat, blended smoothly into the garage threshold; if the base is sinking, the quote proposes a rebuild instead. An isolated crack on a base that holds calls for an asphalt repair: cut out, recompacted base, hot asphalt. Our resurfacing or rebuilding guide lists the signs to watch for.

Permits and bylaws in Blainville
In Blainville, anyone who wants to change a curb cut must request a street curb cut, or a curb or sidewalk rebuild, by phone or at the multiservice counter at City Hall. Bylaw 1417 also requires a certificate of authorization to lay out, enlarge or modify a residential parking area that has or will have more than 10 spaces, or that of a business, an industry or a community use. These texts do not say whether repaving a house’s driveway is covered: confirm with the Service de l’urbanisme, de la mobilité et de la transition écologique (urban planning) before you sign. Commercial paving in Blainville
For commercial paving in Blainville, bylaw 1418 sets a business’s parking area at least 6 metres back from the street line, requires at least 10% of it to be landscaped and caps each curb cut at 12 metres, at least 20 metres from an intersection. A lot with 3 to 6 spaces may not drain toward the street and needs alternative drainage, such as a rain garden or permeable paving; from 7 spaces up, it needs underground drainage with at least one catch basin 45 centimetres in diameter per 4,000 square metres drained. Before pricing the commercial paving, we check these requirements on site, then the work moves zone by zone on a written schedule.

Frequently asked questions in Blainville.
Is a half-moon driveway allowed on my lot in Blainville?
Yes, if the lot has more than 25 metres of frontage and an area over 750 square metres. The half-moon access is then allowed on one frontage only, facing the same street, with 6 metres between its two curb cuts. On a corner lot, the bylaw also allows a second access at the rear edge of the lot. We measure the frontage on site to check whether your lot qualifies before drawing the layout.
The water shut-off valve is in my Blainville driveway: can it be paved over?
No. Article 17 of bylaw 1594, quoted by the City, requires the owner to keep the isolation valve, the “bonhomme à eau”, uncovered and easy to reach at all times, with no obstacle or landscaping within a 1.5-metre radius. If municipal workers have to search for it, for example under asphalt, the owner pays for the search, and removing paving stones or asphalt, like any digging deeper than 20 centimetres, is the owner’s responsibility. Show us where it is during the visit, so the layout leaves it clear.
How long should I plan for a curb cut in Blainville?
The City states a maximum of four weeks between receiving payment and cutting the curb, while a curb or sidewalk rebuild takes a variable time. Its 2026 schedule sets a first marking period until April 30, for cuts from May 11 to 29, and a last one from September 18 to October 12, for cuts from October 26 to November 13. Plan the paving after the cut; the quote flags this request when your project needs one.
Building in Blainville: when must the parking area be surfaced?
Zoning requires a home’s parking area to be surfaced, for example with asphalt, concrete or pavers, within the validity period of the building permit or, where applicable, before June 15 of the following year. If it is included in the building permit, bylaw 1417 requires it to be completed within 15 months after the permit is issued. That deadline is extended to June 15 if it falls between December 1 and May 1. Book the visit early enough to meet that deadline.
