Driveway paving in Laval: the bylaw before the shovel.

Laval’s bylaw L-11870 requires a permit when a parking area is redeveloped or when repair work switches the surface type, for example going from gravel to asphalt. If the entrance gets wider or narrower, the City also asks for a recent certificate of location prepared by a land surveyor and a sketch showing the existing and the desired width. During the visit, we measure your frontage, look at where the water drains, and state in the written quote whether a permit should be planned before a date is set.

Local particulars

In Laval, the curb cut for a driveway entrance is done by public works once the permit is issued. The bylaw adds transition zones of 0.6 metre on each side for a curb and 1.5 metres for a sidewalk, and bans any entrance within the curve radius of an intersection. An entrance that is no longer used is removed and the curb rebuilt, at the owner’s expense.

Residential

Three articles of the Laval bylaw often change a residential quote. The lowered part of the curb cut must be the same width as the driveway approved by the urban planning department, so we lay out the asphalt on the permitted width and no wider. A sunken driveway, sloping down to a basement garage, is limited to a 10% grade, and its high point must be at least level with the top of the curb or sidewalk, so street water does not run toward the house. Finally, replacing or modifying the culvert of a driveway that crosses a ditch also requires a permit. We take these levels on site, and if the base is still sound, an asphalt repair or resurfacing may be enough.

Commercial paving in Laval: water matters as much as asphalt

For a commercial parking lot, bylaw L-11870 looks first at the impervious area. As soon as a lot’s paving, sidewalks, slabs and roof add up to 750 square metres or more, a drainage system must collect all runoff, and the permit application includes a drainage plan signed and sealed by an engineer. An outdoor parking lot of 2,500 square metres or more, or 4,000 for a residential use, that drains through a storm sewer connection also needs an oil and sediment separator, maintained by the owner. We survey the site with these thresholds in mind before pricing the commercial paving. Once the surface is redone, our sealcoating guide explains when to protect it with sealcoating.

Commercial parking lots in Laval

For a business or a building with 4 or more units, the site plan showing the curb cuts is first submitted to the director of the urban planning department, and those entrances are built in reinforced concrete. Outside residential uses, an entrance must sit at least 3 metres from the end of the curve radius of the sidewalk or curb. On a road managed by the Ministère des Transports et de la Mobilité durable, the Ministry’s written authorization comes before the City permit. We then split the job into zones, with a written schedule, to keep your entrances open.

FAQ Laval

Frequently asked questions in Laval.

Do I need a permit to go from a gravel driveway to an asphalt one in Laval?

Bylaw L-11870 requires a permit when repair work switches the surface type, and going from gravel to asphalt is one example. The application is filed online with the City, which emails you on the status of the file within 5 business days. We flag this point in the quote, and we set the work date once the permit is in hand.

Who cuts the curb when I widen my driveway in Laval?

The City. You first need a certificate of authorization, and the City asks you to wait for the permit before changing the entrance. Once the permit is issued, public works makes the curb cut, and the permit must stay posted, visible from the street, during the work. An inspector may then check compliance. We pave the driveway after the cut, at the approved width.

My driveway slopes down to a basement garage: what does the City require?

A sunken driveway, where it is allowed, has a maximum grade of 10%, and its high point must be at least level with the top of the curb or sidewalk. It is banned if the building is not served by a storm sewer that allows a gravity connection without permanent pumping. We measure these levels before proposing a rebuild.

Can my downspouts drain onto my asphalt driveway?

No, according to the City of Laval. Water from a sloped roof must go onto a permeable surface, lawn or flower bed, at least 1 metre from the building, and draining onto a hard surface sloped toward the street is not compliant. During the visit, we check where your downspouts land and give the asphalt slopes that carry water away from the house.
