Asphalt paving in
Saint-Eustache.

For asphalt paving in Saint-Eustache, the City requires a permit to redo the curb cut (entrée charretière) or to touch a ditch, a curb or a sidewalk, and zoning caps a single-family driveway at 8 metres wide. We measure your lot during the visit, and the written quote states the permit application to plan for.

Asphalt paving · Saint-Eustache

Paving in Saint-Eustache: 8 metres wide, two curb cuts at most.

Saint-Eustache’s zoning bylaw 1675 caps the curb cut and the driveway of a single-family home at 8 metres wide, and the driveway must keep the width of the curb cut that serves it. For a detached or semi-detached home, the share of the front yard that parking spaces may cover depends on when the building permit was issued: at most 50% if before February 28, 2013, and 35% if on or after that date, with 25% of the backyard in both cases. Before drawing a layout, we check that date with you and measure the front yard, so the width priced in the quote stays allowed.

Local particulars

On a lot along a ditch, each curb cut must have a compliant culvert, and cleaning the ditch is the owner’s job. Bylaw 1380 on ditches and watercourses requires written authorization from the director of the Service du génie (engineering department) before the culvert goes in, setting the size and level of the pipes, at least 0.45 metre in diameter. Blocking the flow of water in a ditch is also prohibited, and diverting one takes a permit from that same department.

Residential

Single, double or semicircular driveways in Saint-Eustache.

Saint-Eustache’s zoning allows at most two curb cuts per lot for a single-family home, a duplex or a triplex. A semicircular driveway is reserved for detached single-family homes: its lane may not exceed 4 metres wide, its two accesses must be at least 8 metres apart, and the parking area stays at least 1 metre from the street line and 2 metres from the house. A garage floor must sit at least 0.3 metre above the level of the crown of the adjacent street: during the excavation and foundation work, we set the driveway slope so water flows away from the door. If the base of your current driveway has not moved, resurfacing renews the surface without changing a layout that is already allowed.

  • Detached and semi-detached single-family homes
  • Row houses (attached single-family homes)
  • Duplexes, triplexes and multi-family buildings
  • Lots along a ditch, with a culvert
  • Businesses with parking over 1,000 m²

Asphalt repair in Saint-Eustache: hot mix whenever possible

On its own streets, the City of Saint-Eustache describes a process that applies to a driveway too: a crack lets water in during a thaw, the frost turns it into ice that lifts the pavement, and the next thaw leaves a hollow under the surface. In winter, around the freezing point, the City patches mostly with cold asphalt, but it favours hot asphalt when conditions allow, because those repairs generally last longer. Our asphalt repair applies the same logic at your home: a clean cut around the damaged area, a recompacted base, hot asphalt, then sealed joints so water stays out. The City also seals cracks in its roadways to slow their deterioration, and our winter article explains what frost, thaw and salt do to a driveway.

Permits and bylaws in Saint-Eustache

In Saint-Eustache, a permit is required for any work involving ditches, for redoing a curb cut (entrée charretière) and for work affecting curbs and sidewalks. The application is filed online or by appointment, with two copies of the parking plan drawn on a copy of the certificate of location, dimensions included. Reconfiguring a parking area also takes a permit, and in a flood zone, the City asks owners to check the applicable requirements with the Service de l’urbanisme (urban planning) before any work. The page does not say whether resurfacing that touches neither the curb nor the shape of the driveway needs one, so confirm with that department before you sign. Commercial and multi-unit parking lots in Saint-Eustache

In Saint-Eustache, the parking area of a building of 300 square metres or more, and the lane leading to it, must be enclosed by a continuous concrete or granite curb 0.15 to 0.3 metre high, except in an agricultural zone or for a residential building of 8 units or fewer. Above 1,000 square metres, the area and its lanes need underground drainage connected to the storm sewer (an industrial use may drain on the surface if an engineer-certified study shows the system meets City requirements), the plans are signed and sealed by an engineer, and the owner must clean and de-ice the catch basins. Outside the agricultural zone and single-family homes, spaces must be marked with permanent lines. We organize the job in zones, with a written schedule showing which part stays accessible at each stage.

FAQ Saint-Eustache

Frequently asked questions in Saint-Eustache.

My home is in Vieux-Saint-Eustache: does the driveway follow other rules?

It depends on your zone. Where the grid of uses and standards provides for it, chapter 15 of the zoning bylaw requires a parking space to include a 2-metre green strip along the street, surfaced with cement concrete, interlocking pavers, brick or asphalt. In that area, building a fence, a shed or a garage also goes before the comité consultatif d’urbanisme (planning advisory committee) and city council, but the permit page says nothing of the kind for a driveway. Ask the Service de l’urbanisme (urban planning) before you sign.

I am building in Saint-Eustache: when must the parking area be finished?

For a new building, the parking authorization is included in the building permit. Zoning requires the parking area to be built and laid out before the main use begins; if the weather does not allow it, occupancy may be authorized as long as that work is completed within 24 months after the permit is issued. A detached or semi-detached single-family home needs at least 2 spaces surfaced with asphalt, concrete or paving stones, and each one in the front yard stays at least 1 metre from the travelled roadway.

Can I hose down my driveway before sealcoating in Saint-Eustache?

Not without permission. The City bans washing a driveway, a sidewalk or a patio with drinking water unless authorization was obtained beforehand. Before sealcoating, we therefore prepare the surface dry: we blow it off, brush it and degrease the stains, then fill the cracks. The quote states whether one or two coats are needed, based on the condition of your asphalt.

Which winter markers are allowed along a driveway in Saint-Eustache?

From October 15 to April 15, only wooden stakes placed along the edge of the pavement and the lawn are allowed, no larger than 5 cm by 5 cm and no taller than 1.2 metres above ground. Rocks, metal posts and stakes of other sizes are banned along the roadway to avoid damaging the equipment. Snow from your driveway stays on your property, never on the street or the sidewalk. If municipal snow clearing damages your lot, report it to Saint-Eustache Multiservice by May 1.
